If you’re in the Harrisburg area with a car that has no keys and no title, you can still donate it through Capital Rides Initiative. Both problems are solvable. The key thing (no pun intended) is your Pennsylvania title. Once you have a duplicate title in hand, our towing partner can pick up most vehicles without keys anywhere in the Harrisburg Metro at no cost to you—and you’ll still receive a proper IRS tax receipt.
Here’s how it works in Pennsylvania: you’ll request a duplicate or replacement title from PennDOT, usually for a small fee, and wait for it to arrive by mail. That process often takes about 1–4 weeks. While you’re waiting, you can confirm that a tow truck can access your vehicle where it’s sitting—whether that’s in Midtown, Allison Hill, Uptown, Progress, Colonial Park, Swatara Township, or across the river in Camp Hill or Lemoyne. Once the duplicate title arrives, you sign it over to Capital Rides Initiative’s partner, we schedule a flatbed or appropriate truck that can load a keyless vehicle, tow it away free, and Heritage for the Blind receives funding to support people who are blind or visually impaired.
How to get your free pickup scheduled
1. Confirm you’re the legal owner in Pennsylvania
Make sure the vehicle was last titled in your name in Pennsylvania and that there are no unresolved liens. If you’re in Harrisburg, Penbrook, Linglestown, or nearby, check your old registration card, insurance papers, or PennDOT correspondence to verify the name and address that should be on the duplicate title request.
2. Apply for a Pennsylvania duplicate title with PennDOT
Before we can accept your donation, you’ll need a new paper title. Complete PennDOT’s duplicate title application (form MV-38O for most private owners), pay the duplicate title fee, and submit it by mail or at an authorized PennDOT agent in the Harrisburg area. Typical timing is about 1–4 weeks for your replacement title to arrive.
3. While the title is processing, check tow-truck access
Keys are not required for us to tow the car, but tow access is. Make sure a flatbed can reach the vehicle in your driveway, alley, parking lot, or garage in places like Allison Hill, Uptown, or Lower Paxton. Clear obstacles, know if the car rolls freely, and note if it’s blocked in. We’ll ask about these details when you schedule.
4. Call Capital Rides Initiative and explain "no keys, no title"
As soon as you’ve applied for the duplicate title, contact Capital Rides Initiative. Let us know you’ve requested a PennDOT duplicate and that the car has no keys. We’ll answer questions, note the keyless situation on your file, and be ready to book a tow as soon as your new title arrives in the mail.
5. Receive your duplicate title, sign it over, and schedule pickup
When your Pennsylvania duplicate title shows up, sign it according to the instructions we provide and have your ID ready. Then we’ll schedule your free pickup anywhere in the Harrisburg Metro—whether that’s Steelton, Colonial Park, Camp Hill, or beyond. We’ll send a flatbed or appropriate truck that can handle a keyless, non-running, or stuck vehicle.
6. Handoff, free tow, and your tax receipt
On pickup day, you’ll hand the signed duplicate title to the driver and confirm your information. The tow is free nationwide, and keys are not required. After the vehicle is processed and sold, you’ll receive a tax receipt. In most cases you can deduct at least $500; for donations over $500, you’ll use IRS Form 1098-C with your return.
Potential complications to watch for
The car isn’t titled in your name or has a lien
Tip: If PennDOT records show someone else as the owner or an open lien from a bank, we can’t complete your donation until that’s resolved. Check for old loan paperwork or contact the lender first. Once the lien is released and PennDOT updates the record, you can request the duplicate title and move ahead.
The vehicle is blocked in or not safely accessible for a flatbed
Tip: Even without keys, a flatbed can usually load your car. But if it’s boxed into a tight city lot in Midtown, stuck in mud, or behind locked gates, towing can be delayed. Try to arrange access, clear obstacles, and ensure any gates or garage doors can be opened on pickup day. Tell us about tight spots when you schedule.
Title timing doesn’t match your move or deadline
Tip: If you’re moving out of Harrisburg or need the car gone quickly, remember the duplicate title can take 1–4 weeks. Apply for it as soon as possible, even before you call us, and consider temporary parking where a tow can reach the car later. We’ll schedule pickup as soon as that duplicate title is in your hands.
Out-of-state or very old titles
Tip: If the car was last titled outside Pennsylvania or it’s an older vehicle with unclear records, the process can be different. Contact us and we’ll walk through what your state’s DMV requires.
